What Your Job Will Be Like:
We are seeking an Engineering Program/Project Lead for the Operational Technology Assurance (OTA) program. The successful applicant will plan, direct, maintain, and execute projects involving engineered systems and incorporate systems engineering, configuration management, risk management, and quality standards into the lifecycle of OTA equipment needs. They will also work with technical SME’s across the ND portfolio to support OTA life cycle risk assessments and mitigations in a classified environment.
On any given day, you may be called on to:
- Lead, design, and develop the OTA (Operational Technology Assurance) program for the center and as appropriate the ND complex
- Develop and maintain OTA risk framework (NERFII – NEA Risk Framework) and follow the principles outlined in the NNSA/OTA using technical knowledge in the field of security and quality.
- Conduct OTA extent of conditions assessments to identify and mitigate risks across the Labs.
- Develop and lead the OTA risk and review board
- Provide leadership and tactical planning to achieve long-term strategic sustainability goals of the program.
- Lead and perform assessments using strong technical knowledge and defined accepted risk management practices for a wide variety of activities involving equipment across the ND spectrum.
- Use technical judgment built upon a strong technical background to lead members of the OTA community.
- Ensure NEA/OTA program is fully compliant with NNSA requirements and DOE orders.
- Work in partnership with OTA SMEs with the center and across ND.
- Conduct assessments on Operational Technology using NERF II
- Develop and Teach NEA/OTA courses
- Lead and design requirements development for the OTA framework
- Lead and define software requirements used for assessments
- Conduct data analysis using statistical tools
- Develop metrics for OTA (Operational Technology Assurance) program performance
- Build presentations and brief leadership at all levels
- Augment Quality Engineers to conduct assessments related to the QMS (Quality Management System)
- Lead reviews of assessed risk and propose mitigations
- Work with Center Safety and Security professionals on mitigating identified risks with OT
- Mentor interns
Due to the nature of the work, the selected applicant must be able to work onsite.
Salary Range:
$104,100 - $207,100
*Salary range is estimated, and actual salary will be determined after consideration of the selected candidate's experience and qualifications, and application of any approved geographic salary differential.
Qualifications We Require:
- Bachelor's degree in a technical discipline plus five or more years of relevant technical experience; or an equivalent combination of relevant technical experience and education
- Experience with the NNSA OTA guidebook and conducting OTA assessments
- Experience with DOE security policies and procedures
- Experience with developing and teaching OTA (Operational Technology Assurance) courses
- Experience with Safety/Security data/statistical analysis
- Qualified Lead Assessor or equivalent certification
- Active DOE Q-level security clearance
Qualifications We Desire:
- Master’s in a security related area
- Experience working with teams operating in a classified environment that are utilizing a variety technologies
- Experience working with software development teams
- Experience with NEA Risk Framework tool (NERF)
- Experience with audits and assessments
- Experience using SAGE or equivalent quality tracking system
- Current Derivative Classifier (DC)
- Experience using the SCN or equivalent classified system
- Green Belt Certified
- Experience with Risk Management processes/procedures
- Experience with developing metrics, leading and lagging indicators
- Strong communication/presentation skills
- Experience with analyzing risks with operational equipment
- Experience with safety processes/policies
- Experience conducting Root Cause Analysis
- Experience with mentoring student interns
About Our Team:
The Enterprise Assurance & Risk Management Department (7578) provides sustainable strategic vision and management framework for the enterprise through mission assurance, leadership in enterprise integration activities, and development of enterprise systems and processes.
