Position Description
Advertised Job Summary
Performs systemwide complex duties with procurement of large volume and highly complex information technology and goods and services between the entire University system and vendors. Obtains competition in accordance with the provisions of the SC Consolidated Procurement Code and internal policies and procedures of the University system. Assists Purchasing Staff with contract administration related duties. Provides effective leadership, direction and management of complex procurements.
Minimum Required Education and Experience
Requires a bachelor’s degree and 3 or more years of experience, which may be substituted by an equivalent combination of certification, training, education, and/or experience.
Required Certification, Licensure/Other Credentials
Preferred Qualifications
Universal Public Procurement Certification Council (UPPCC), CPPO or CPPB. NIGP- CPP is preferred.
Knowledge/Skills/Abilities
Familiarization with or ability to learn SC Consolidated Procurement Code. Knowledge of specification writing, contracts and procurement. Knowledge of a personal computer with analytical skills. Analytical skills and the ability to collect, compile and assemble information in a clear and concise manner. Ability to interpret policies and procedures accurately. Verbal and written communication skills.

Assists and advises the systemwide University community on procurement policies and regulations as it relates to the acquisition of materials, information technology and equipment required for departmental operations.

Provides professional expertise by communicating with senior leadership; representing the Department, communicating with and acting as advisor to various committees and groups including but not limited to the University administration, other departments, and State Fiscal Accountability Authority. Assists the University’s Legal Department by reviewing specifications, contract awards, protests and any other procurement issues to ensure that proper steps are taken to avoid litigation.

Develops, implements, and maintains a high level customer service program by meeting and communicating with customers; providing an ongoing service evaluation to monitor weaknesses and measure quality of service; provides market research and market intelligence to inform customers of current products available and provides related options and more economic alternatives to continuously improve customer satisfaction levels, including the development and implementation of work planning processes

Issues competitive solicitations to obtain information technology and goods and services in accordance with the provisions of the SC Procurement Code. Assists departments in the negotiation and drafting of final contract terms following solicitation evaluation and prior to award for all departments within the University system.
