The Office of Procurement Services provides leadership to Colorado State University in the procurement of goods and services by combining sound business controls with efficient and timely service. Procurement Services assists departments in obtaining the best value for every dollar while complying with applicable University, state and federal purchasing rules and regulations under the delegated authority of the President of Colorado State University. Procurement Services manages general procurement and strategic sourcing, Kuali Shop Catalogs, Procurement Card (PCard), and the University’s Supplier Inclusion Program.
Position Summary
This is a new role. The Senior Procurement Specialist procures, and negotiates and manages contracts for the acquisition of various goods and services for Housing and Dining Services (HDS) in accordance with state, federal and university purchasing and fiscal rules and regulations. The Senior Procurement Specialist has dotted line reporting to the Associate Executive Director for HDS.

This is a remote position that will require a physical onboarding of two (2) days along with occasional visits to campus. The University will not reimburse for travel expenses.
Required Job Qualifications
Bachelor’s degree from an accredited college or university and a minimum of five (5) years of progressively complex professional experience in public procurement; OR a High School Diploma and a minimum of eight (8) years’ of progressively complex professional experience in public procurement;
Substantial experience (5+ years) working with high volume, high dollar transactions;
Experience with complex and/or technical procurements;
Proficient in Microsoft Office suite;
Demonstrated written communication skills.
Experience with competitive solicitations, such as Invitation for Bids, Request for Proposals, etc.
The successful candidate must be legally authorized to work in the United States by the position start date; the department will not sponsor a visa for this position.
Preferred Job Qualifications
Public procurement certification (i.e., CPPB, CPPO, CPM, etc.);
Experience with Kuali and Shop Catalogs;
Experience procuring goods and services for a housing and dining services operation in higher education such as food in a dining center, cleaning and maintenance supplies, maintenance and dining equipment.
Experience conducting procurements on behalf of a public, non-profit, research-intensive university.
Experience with sustainable procurement (i.e. sourcing local, organic, and third party-certified products)
Personal or professional commitment to diversity as demonstrated by persistent effort, active planning, allocation of resources and/or accountability for diversity outcome
Ability to collaborate across diverse constituencies and populations including various vendors, multiple University departments and internal management personnel.

Job Duty Category Purchasing Source Selection
Duty/Responsibility
This position will purchase goods and services by determining the most appropriate source selection method as established under State of Colorado and Colorado State University purchasing rules and regulations and by applying standard purchasing techniques and principles while operating independently within the prescribed guidelines.
This position develops bid specifications by investigating product lines and services and interviewing end-users and potential suppliers.
This position determines bid awards by verifying compliance with bid terms, conditions and specifications and by tabulating, analyzing and evaluating all valid bid responses.
This position will amend bid awards, formal contracts and purchase orders by negotiating necessary modifications with vendors and end-users.

This position will manage and execute contracts by reviewing for compliance, negotiating terms with vendors, modifying content and obtaining all appropriate legal and fiscal approvals.

Duty/Responsibility
This position will mediate vendor and end-user disputes by gathering facts, judging information and recommending corrective action.
This position will resolve invoicing and shipping problems by conferring with vendors, end-users, accounts payable and/or central receiving.
This position develops bid specifications by investigating product lines and services and interviewing end-users and potential suppliers.
