The Executive Director of Human Resources oversees all human resources (HR) functions ranging from policy, compliance, recruitment, to advising supervisors and managing the day-to-day operational details critical to HR functions. The Executive Director of Human Resources participates in institution-wide strategic planning that guides the organization to ensure authentic community impact and creates and maintains a work environment where all employees feel valued. Must help drive change and a positive workplace culture. This position reports to the Vice President of Finance and Administration.

Scope of Supervision: The Executive Director of Human Resources is accountable for overall supervision of the HR Team.

Duties and Responsibilities:
  • Oversee and lead the Human Resources Department including compensation and benefit plans; leaves, recruitment, selection, and placement process; Human Resource data management systems; performance management; staff development; employee orientation programs; and employee recognition activities.
  • Provide vision and leadership in the development of organizational strategies for organization design, effectiveness, and change management.
  • Collaborate with other members of the senior team and middle management in the development and implementation of diversity, and equal opportunity, policies and programs that drive greater diversity and inclusion throughout the institution.
  • Create and implement policies that result in the successful recruitment, development, and retention of highly effective, diverse, employees.
  • Analyze turnover reports and exit survey feedback.
  • Deliver strategies for overall staff development training including compliance, management and organizational acumen, utilizing virtual and in-person delivery systems.
  • Ensure agency HR policies and practices contribute to a work culture where all employees can thrive.
  • Develop and manage HR Budget with effective stewardship.
  • Monitor institution's compliance and ensure adherence to applicable federal, state, and local laws, regulations, and guidelines regarding personnel policies, practices, and procedures.
  • Supervise staff and delegate assignments; establish staff goals and objectives and provide coaching, mentoring and performance feedback as necessary.
  • Act as a primary contact for handling employee relations, grievances for formal complaints; investigate, summarize, and make recommendations in an objective manner.
  • Attend and participate in senior leadership meetings; attend Board meetings and other committee meetings as needed. Provide Ad Hoc employee reports and monthly HR dashboard reports to stakeholders.
  • Maintains knowledge of trends in Human Resource management and stays abreast of compliance issues.
  • Collaborate and network with other HR professionals and institutions to maintain best practice.
  • Review and analyze quantitative data on separations, turnover, employee feedback, etc. and recommends appropriate course of action to address issues and concerns.
  • Participate in long and short-term workforce planning.
  • Consult with legal counsel, as appropriate, on matters related to employment and labor law.
  • Work with other leaders on strategic planning and other issues affecting the entire institution.
  • Act as the equal employment opportunity/affirmative action/ADA coordinator. Provide oversight of the development of the Agency's affirmative action plan and Americans with Disabilities Act (ADA) Plan.
  • Co-lead the development and execution of the annual all staff recognition event.
  • Prepare annual compliance reports (IPEDS, AAUP, etc.) and documents as needed and/or as directed.
  • Other duties as assigned by executive leadership.
Requirements
  • Bachelor's degree in human resources or related field.
  • 8-10+ years of experience in the field, including five (5) years management experience.
  • Knowledge of EEO/AA laws and compliance regulations, along with HR best practices.
  • Possess a clear understanding and personal commitment to Saint Mary's College of California Lasallian Heritage.
  • Must have experience with Enterprise CRM and HRIS/ATS Systems (i.e., ADP, Paylocity, etc.).
  • Proficiency with Microsoft Suite: Word, Excel, Outlook, Power Point, Google Platform.
  • Comfortable working with new technology tools and systems (i.e. reference and background checks, I-9 verification, etc.).


Preferred Qualifications:
  • Master's degree in human resources, MBA, or another related field.
  • Experience working in higher education.
  • Title IX, Title VII and investigation experience is a plus.
  • SPHR/PHR or similar certification is desired.

Must possess the ability to maintain confidentiality; and be able to work both independently and as a team player.
