Essential Functions
Human Resources Generalist I
The Human Resources Generalist I supports HR operations by performing routine, transactional work across employee relations, hiring, benefits, payroll, compensation, and training. Serving as a first point of contact for employees and supervisors, this position responds to routine questions, explains university policies and procedures, coordinates employee lifecycle and training activities, screens applicants against posted qualifications, and escalates complex, sensitive, or high-risk matters to senior HR staff or leadership. The Generalist I works under general supervision to help ensure consistent, compliant, and service-oriented HR processes.
Human Resources Generalist II
The Human Resources Generalist II provides experienced, independent HR support across employee relations, hiring, benefits, payroll, compensation, and training and development. This position resolves moderately complex and sensitive matters, conducts analysis and makes recommendations to HR leadership, and serves as a resource and backup within functional areas. The Generalist II applies the university's classification and compensation standards, assesses training needs and delivers training to employees and supervisors, and may provide guidance and training to the Generalist I. Working under limited supervision, this position exercises independent judgment and escalates only the most sensitive or high-risk matters.
Human Resources Generalist I
Employee Relations
1. Provide first-level support by responding to routine questions from employees and supervisors; escalate complex, sensitive, or high-risk matters.
2. Assist with basic employee relations documentation such as meeting notes, follow-up items, and policy references route concerns to appropriate HR staff.
3. Explain HR policies, procedures, and employment processes in a consistent, service-oriented manner.
Hiring & Recruitment
4. Post approved requisitions, schedule interviews, and coordinate candidate communications.
5. Screen applicants against posted minimum qualifications, prepare applicant pools for hiring manager review, and maintain accurate screening documentation.
6. Support onboarding by helping employees complete required forms, system access, required trainings, and initial employment documentation.
Benefits
7. Answer routine benefits questions, provide plan information, and help employees navigate enrollment steps.
8. Refer complex benefits, leave, or eligibility matters to the Benefits Administrator or appropriate specialist.
Payroll
9. Collect, verify, and enter routine payroll and personnel documentation; confirm timesheets and standard eForms.
10. Follow up on missing or incomplete items and route payroll questions to Payroll staff.
Compensation & Classification
11. Coordinate with the Compensation Specialist on position requests, job description updates, and salary-study support.
12. Gather job and salary data and maintain accurate position and compensation records.
13. Support salary-study data collection.
14. Refer classification, leveling, and pay-decision questions to the Compensation Specialist.
Training & Development
15. Coordinate training logistics, including scheduling sessions, reserving space or virtual platforms, preparing materials, and communicating with participants.
16. Track training assignments, completion, and compliance-training deadlines, and follow up with employees and supervisors on outstanding requirements.
17. Deliver routine training on HR processes, systems, and policies to individuals and small groups.
18. Gather and document training needs and requests from employees and departments and forward them for review and prioritization.
19. Maintain training records, rosters, and evaluations in accordance with records-retention requirements.
Onboarding, Records & General
20. Coordinate new employee orientation, including scheduling, materials, new-hire communication, attendance tracking, and presenter support.
21. Support employee lifecycle processes: onboarding, transfers, changes, separations, and related workflow documentation.
22. Maintain accurate records in accordance with confidentiality and records-retention requirements.
23. Track and report HR service activity as requested; assist with engagement and recognition programming.
24. Maintain confidentiality, exercise sound judgment, and perform other duties as assigned.
Human Resources Generalist II
Employee Relations
1. Independently handle moderately complex employee relations matters; conduct initial fact-finding and intake and prepare documentation for HR leadership review.
2. Coach supervisors through routine performance, policy, and workplace-concern issues.
3. Escalate only the most sensitive, high-risk, or legally significant matters.
Hiring & Recruitment
4. Partner with hiring managers on recruitment strategy, job postings, and screening / selection process and compliance.
5. Review offer packages for internal consistency and equity; support search committees and complex or exception hiring cases.
6. Resolve escalated onboarding and pre-employment issues.
Benefits
7. Independently resolve moderately complex benefits and eligibility inquiries.
8. Support leave administration coordination (FMLA / ADA and related) and annual enrollment operations.
9. Reconcile routine benefits discrepancies and serve as backup to the Benefits Administrator.
Payroll
10. Review and validate payroll-affecting personnel actions for accuracy, effective dating, funding, and compliance before submission.
11. Resolve routine payroll discrepancies with Payroll and coordinate complex or retroactive actions.
Compensation & Classification
12. Conduct preliminary market and salary-comparison analysis and internal equity reviews.
13. Apply the Staff Classification and Leveling Framework to new and revised positions and draft classification / salary-study recommendations in coordination with the Compensation Specialist.
14. Format and quality-check job descriptions and transmittals to UTPB standards.
Training & Development
15. Conduct training needs assessments across departments using employee relations trends, performance themes, policy changes, survey input, and supervisor feedback.
16. Design and develop training content, curricula, job aids, and facilitator materials aligned to identified needs.
17. Facilitate training for employees and supervisors on HR policies, employee relations practices, hiring and selection, benefits, and compliance topics.
18. Evaluate training effectiveness and recommend program adjustments and priorities to HR leadership.
19. Maintain the training calendar and oversee compliance-training tracking and reporting.
Onboarding, Records & General
20. Facilitate orientation and improve onboarding content and process across the new-hire lifecycle.
21. Identify process gaps and recommend improvements to HR service delivery.
22. Produce reports and basic analysis; provide guidance and training to the Generalist I.
23. Maintain confidentiality, exercise independent judgment, and perform other duties as assigned.

Required Qualifications
Human Resources Generalist I
1. Bachelor's degree in Human Resources, Business, Public Administration, or a related field; related HR experience may substitute for education.
2. Three (3) years of experience in HR, employee relations, benefits, onboarding, payroll, training coordination, or related administrative work.
3. Experience providing customer service or administrative support in a confidential office environment.
4. Proficiency with Microsoft Office or comparable business software.
Human Resources Generalist II
1. Bachelor's degree in Human Resources, Business, Public Administration, or a related field; related HR experience may substitute for education.
2. Five (5) years of progressively responsible HR experience spanning multiple functional areas (employee relations, benefits, hiring, payroll, compensation, or training).
3. Experience developing and delivering training or presenting to groups.
4. Demonstrated ability to independently handle sensitive or complex HR matters with sound judgment.
5. Experience with HRIS or electronic HR records and Microsoft Office or comparable software.
Preferred Qualifications
Human Resources Generalist I
1. Experience in higher education, public sector, or a similarly regulated environment.
2. Experience coordinating new employee orientation, onboarding, or training programs.
3. Experience screening applicants or supporting recruitment processes.
4. Experience with HRIS, PeopleSoft, or electronic employee records.
5. SHRM-CP, PHR, or related certification (or in progress).
Human Resources Generalist II
1. Experience in higher education, public sector, or a similarly regulated environment.
2. Experience with PeopleSoft.
3. Experience with leave administration or compensation / classification review.
4. Experience conducting training needs assessments or designing curriculum.
5. SHRM-CP, PHR, or related certification (held).

Schedule
Generally, the normal work hours for the university are Monday through Thursday, 7:30 – 5:30 pm; Friday, 8:00 am – 12:00 pm with a one-hour lunch. The individual holding this position may need to be available early morning, evening, and on weekends to meet the needs of the department. Hours worked may differ with some departments.
Standard Working Conditions
1. Able to lift various materials up to 25 pounds on an occasional basis.
2. Able to bend, crouch, and reach continuously.
3. Physically able remain seated, frequently to continuously.
4. Able to remain standing up to 15% of the time.
5. Possesses dexterity abilities required to perform job duties including extensive keyboard work, operating office equipment, performing filing, and other job-related responsibilities that include extensive wrist and hand movement.
