Job Description Summary:

Job Profile Summary
The Deputy Chief of Police supports the District Chief of Police in managing public safety and law enforcement operations, ensuring a safe and inclusive environment for the Austin Community College (ACC) community. This role balances effective law enforcement with community policing, fostering positive relationships across campus and the district. The Deputy Chief manages Lieutenants, who oversee Sergeants and Officers and serves as acting Chief in the Chief’s absence.

Description of Duties and Tasks


Emergency Response and Law Enforcement Oversight:

  • Responds promptly to emergencies, providing real-time leadership and ensuring coordinated law enforcement actions.

  • Directs investigations into criminal activity, violations of college policy, safety risks, and traffic accidents, ensuring timely follow-up and resolution.

Community Policing and Outreach:

  • Develops and implements community policing strategies that build positive relationships with students, faculty, staff, and local communities.

  • Oversees crime prevention programs, including outreach initiatives focusing on personal safety, mental health awareness, and threat mitigation.

Leadership and Personnel Management:

  • Supervises three Lieutenants who oversee Sergeants and Officers, ensuring consistent operations across all campuses and shifts.

  • Manages employee files, performance evaluations, and complaints in compliance with College policy and applicable laws and regulations.

  • Oversees the review and approval of requests for outside employment in accordance with departmental and institutional guidelines.

Collaboration and Campus Engagement:

  • Builds partnerships with campus staff, faculty, and student organizations to align public safety initiatives with institutional goals.

  • Coordinates with external law enforcement, emergency responders, and mental health services to enhance campus safety and response capabilities.

Crisis Management and Preparedness:

  • Assists in developing, updating, and implementing threat assessment protocols, emergency response plans, and crisis management procedures.

  • Prepares the department for active shooter scenarios, natural disasters, and other emergencies through drills and training programs.

Strategic Planning and Operational Oversight:

  • In the absence of the Chief of Police, serves as the acting District Police Administrator to ensure continuity of leadership and operations.

  • Supports the development of departmental strategic goals and annual plans focused on accountability, effectiveness, and professional growth.

Compliance and Safety Standards:

  • Ensures compliance with local, state, and federal regulations, including the Texas Penal Code, Clery Act, and Title IX requirements.

  • Monitors hazardous materials procedures, safety protocols, and emergency preparedness standards to maintain a safe environment.

Additional Duties:

  • Performs other duties as assigned to meet the evolving needs of the department and college. This may include special assignments or projects outside the core scope of responsibilities.

Required Knowledge

  • Texas Statutes and Regulations: Familiarity with the Texas Penal Code, Texas Code of Criminal Procedure, Texas Family Code, Texas Education Code, and Texas Motor Vehicle Code.

  • Community Policing Principles: Understanding of public safety strategies that foster trust and collaboration in a diverse academic setting.

  • Crisis and Emergency Management: Knowledge of threat assessment processes, mental health crisis intervention, and emergency preparedness.

  • Supervision and Leadership: Experience managing teams, mentoring staff, and applying best practices in personnel management and development.

  • Safety and Compliance: Familiarity with the Clery Act, Title IX, and hazardous materials protocols.

Required Skills

  • Leadership and Decision-Making:

    • Effectively supervise, coach, and develop subordinate staff.

    • Make sound decisions under pressure and lead during emergencies or crises.

  • Communication and Collaboration:

    • Demonstrate strong interpersonal skills, including diplomacy and conflict resolution.

    • Write clear reports and communicate effectively with stakeholders.

  • Operational and Strategic Planning:

    • Develop and implement strategic plans aligned with departmental goals.

    • Coordinate emergency preparedness efforts across multiple campuses.

  • Technology and Data Management:

    • Use law enforcement databases, CAD systems, and software for planning and reporting.

    • Proficient with Microsoft Office Suite and other productivity tools.

Technology Skills

  • Proficiency with spreadsheet, word processing, and presentation software (e.g., Microsoft Office, Google Office, Workday software).

  • Capable of evaluating and implementing emerging technologies that align with campus safety needs and departmental goals (e.g. artificial intelligence, predictive analytics, enhanced surveillance, threat detection algorithms, natural language processing, etc.)

  • Familiarity with law enforcement databases, CAD systems, and public safety management tools.

Required Work Experience

  • Five years of progressively responsible law enforcement experience, including at least two years in a supervisory capacity.

Preferred Work Experience

  • Ten years of progressively responsible law enforcement experience, including at least two years in a supervisory capacity.

  • Experience in campus or community policing is strongly preferred.

Required Education

  • Bachelor’s degree (in Criminal Justice, Public Administration, or a related field preferred)

Preferred Education

  • Master’s degree.

Special Requirements

  • Valid Texas Driver's License and reliable transportation needed for local Austin area travel.

Preferred Qualifications

  • TCOLE certification (Texas Commission on Law Enforcement) is strongly preferred.

  • Certifications in emergency management, mental health intervention, or threat assessment are highly desirable.

Physical Requirements

  • Work is performed in a standard office or similar environment.

  • Subject to standing, walking, sitting, bending, reaching, pushing, and pulling.

  • Occasional lifting of objects up to 80 pounds

Safety

  • Supervise safe operation of the unit. Facilitate safety inspections. Take reasonable and prudent actions to eliminate identified hazards. Ensure employees receive appropriate safety training and foster a workplace safety culture.
