Summary

The Baylor College of Medicine Human Genome Sequencing Center (HGSC) was founded in 1996 during the Human Genome Project and continues to be a world leader in genomics. The fundamental interests of the HGSC are in advancing biology and genetics by improved genome technologies. As a large-scale sequencing center funded by the National Institutes of Health, the HGSC provides a unique opportunity to work on the cutting-edge of genomic science in a state-of-the-art institution. Today, the HGSC employs ~ 150 staff, and it occupies more than 36,000 square feet on the 14th, 15th, and 16th floors of the Margaret M. and Albert B. Alkek Building. The HGSC is located on the southwest edge of downtown Houston, the fourth largest city in the U.S., in the Texas Medical Center, the world's largest medical complex. The major activity of the HGSC is high-throughput DNA sequence generation and the accompanying analyses. The HGSC is also involved in developing the next generation of DNA sequencing and bioinformatics technologies that will allow greater scientific advances in the future.

The HGSC is seeking a Senior Manager, Business Operations to assume the primary management responsibility of the department's business operations by recommending and implementing changes and process improvements to ensure that current and long-term business and compliance goals are met. This role primarily manages supervisors and/or experienced professional level employees.

This is a part-time position working 32 hours per week.

Job Duties

  • Manage the daily operation of a department or unit, including, but not limited to, areas of compliance, and financial management.
  • Ensure that laboratory practices adhere to applicable regulatory standards (e.g., CAP, CLIA, HIPAA) and maintain compliance-related documentation and audit readiness.
  • Manage primarily supervisors and/or experienced professional level employees, including defining work responsibilities, prioritization, setting performance development plans and goals, and conducting annual performance evaluations. Integrate compliance responsibilities into team performance metrics, ensuring all staff are trained on and adhere to regulatory and safety protocols.
  • Develop, manage, and control budgets and a variety of financial data. Establish financial, operational, and compliance systems to monitor, control, and verify expenditures.
  • Ensure that all financial activities are conducted in compliance with relevant regulations, and carry out financial analyses to support audits and regulatory reporting requirements.
  • Develop staffing plans and productivity guidelines according to budget availability, department/unit needs, and compliance requirements. Ensure that appropriate staff is assigned to compliance roles, such as those responsible for quality control and regulatory documentation.
  • Develop and implement successful strategies for revenue growth and expense control while ensuring that business activities align with regulatory and compliance obligations.
  • Ensure that all HR activities are compliant with relevant labor laws and institutional policies, and incorporate regulatory and safety compliance into job descriptions and performance evaluations.
  • Actively collaborate with key department and College stakeholders to maximize effective business operations and ensure the lab's activities are in full compliance with applicable laws and regulations.
  • Work closely with compliance officers to regularly review operations for regulatory adherence. Formulate policies and guidelines for unit/department activities, including the creation and maintenance of compliance policies related to CAP, CLIA, HIPAA, and other relevant standards. Ensure that these policies are regularly reviewed, updated, and disseminated to staff.
  • Oversee or originate special projects or programs that aim to improve compliance, such as initiatives to enhance data security, improve documentation practices, or ensure audit readiness.
  • Perform other job-related duties as assigned.

Minimum Qualifications

  • Bachelor's degree.
  • Five years of relevant experience.
