Are you passionate about your work? Do you want to join a dynamic team that solves challenging issues? If so, Organization 03731, Occupational Medicine, is currently seeking a Drug Testing Program Administrator to join their team!

The selected candidate will coordinate Sandia National Laboratories onsite drug and alcohol testing programs, providing oversight of the day-to-day operations of the clinical laboratory, including staff assignments, inventory of supplies, and adherence to regulations and best practices.

One will also prepare, produce, and deliver education and training to medical review officers, supervisors, employees, collectors, and collection site administrators at multiple Sandia sites.

On any given day, one may be called upon to:

  • Oversee and coordinate Sandia’s onsite drug and alcohol testing program, in compliance with applicable federal and state laws
  • Oversee collection procedures and contract collection staff
  • Coordinate and perform tasks for random testing programs, according to applicable regulations
  • Maintain all records and reporting concerning testing programs per established security and confidentiality requirements
  • Provide administrative review of drug test results and initiate quality assurance review of results
  • Coordinate follow-ups on testing results with medical review officers
  • Perform unannounced quality assurance checks for drug and alcohol testing
  • Develop, update, and maintain operating procedures, training materials, corporate policies, and FAQs, ensuring staff follows procedures and best practices
  • Maintain knowledge of Sandia’s procurement, contracts, and quality assurance processes as well as project management processes
  • Maintain records, generate metrics and reports, and participate in oversight audits
  • Act as the point of contact for the drug testing database, the clinical lab outsourcing contract, and all interfaces between systems
  • Train staff and contractors on Breath Alcohol Technician (BAT) training, Collector training, and lab operations training
  • Work collaboratively with the contract manager to lead staff

Due to the nature of the work, the selected applicant must be able to work onsite 100% of the time.

Salary Range:

$70,200 - $135,400

*Salary range is estimated, and actual salary will be determined after consideration of the selected candidate's experience and qualifications, and application of any approved geographic salary differential.

Qualifications We Require:

  • A Bachelor's degree in Biology, Toxicology, Health Sciences, or a relevant Health or Science field; or equivalent experience and/or achievements that demonstrate the knowledge, skills, and ability to perform the duties of the job
  • 5 years’ related experience in a drug testing program setting
  • 2 years’ experience in a clinical lab setting
  • 3 years’ experience working with federal drug testing requirements (i.e., 49 CFR, part 382 and part 40, and 10 CFR, part 707 and part 712)
  • The ability to acquire and maintain a Medical Review Officer Assistant (MRO-A) certification within 90 days of hire; or experience as a MRO-A
  • Experience as a urine collector, oral fluid collector, and/or breath alcohol technician
  • Experience working with the National Drug and Alcohol Screening Association (NDASA) and US Department of Transportation (DOT) drug testing requirements
  • The ability to acquire and maintain a DOE L-level security clearance

Qualifications We Desire:

  • Proficiency in multiple elements of administering drug and alcohol testing programs; record keeping, reporting, audits, analytics, and quality assurance measures
  • The ability to review collection information and determine disposition of test results
  • The demonstrated ability to educate collectors and collection site administrators on drug testing requirements
  • Knowledge of industry-specific tests and testing equipment
  • Familiarity with applicable U.S. Department of Energy office of Health, Safety, and Security Requirements; the ability to interpret and implement drug and alcohol testing rules and regulations
  • The demonstrated ability to manage multiple competing priorities
  • Demonstrated records management skills
  • The ability to manage multiple programs and projects, including organizing, prioritizing, and following through to completion on multiple tasks
  • Knowledge of Sandia’s safety and security rules and guidelines
  • Excellent oral and written communication skills, and customer service skills
  • Effective people management skills, including the ability to interact effectively with all levels of internal and external personnel and build effective working relationships
  • The ability to work with sensitive information in compliance with Sandia’s personally identifiable information (PII) policies and with Health Insurance Portability and Accountability Act guidelines
  • Proficiency with Microsoft Office programs and electronic health record systems

About Our Team:

The Employee Health & Wellbeing Operations center provides a variety of health and wellness related services to employees. Occupational and preventive medicine programs, health management, case management, physical therapy, international travel, acute care, and emergency medical services are all conducted within this Center.

Posting Duration:

Security Clearance:

Sandia is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants for employment need to be able to obtain and maintain a DOE L-level security clearance, which requires U.S. citizenship. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

If you have a Medical Portable Electronic Device (MedPED), such as a pacemaker, defibrillator, drug-releasing pump, hearing aids, or diagnostic equipment and other equipment for measuring, monitoring, and recording body functions such as heartbeat and brain waves, if employed by Sandia National Laboratories you may be required to comply with NNSA security requirements for MedPEDs.
