Reporting to the Vice President for Student Life, the Executive Director provides leadership for the Department of Campus Safety & Transportation personnel and operations in a manner that enhances the quality of campus life and the mission of Saint Mary's College of California. The Executive Director is responsible for the administration of the department, made up of over twenty full- and part-time non-sworn staff. The Executive Director oversees the campus Incident Management Team and is responsible for emergency preparedness across campus. The department is responsible for campus transportation programs including on-campus parking and alternative transportation programs for the campus community. The Executive Director cultivates and maintains positive community relations with both internal (students, employees, guests) and external (first responders, town representation) communities. Campus Safety & Transportation is part of the Student Life division at Saint Mary's College. The Division of Student Life intersects at multiple points of a student's journey at Saint Mary's. With areas that promote students' living experiences, wellness, and engagement, Student Life accompanies students on their academic and co-curricular journey at Saint Mary's. The Division of Student Life creates a sense of belonging, offers participatory opportunities, and encourages students to contribute back their talents. Departments within Student Life include Campus Assault, Response, and Education (CARE), Campus Housing, the Career Development Center, Club Sports, Community Life, Center for Women & Gender Equity, Counseling and Psychological Services, the Dean of Students, Intercultural Center, New Student & Family Programs, Campus Safety & Transportation, Residential Experience, Recreational Sports, Student Disability Services, Student Activities and Engagement, the Student Health Center, Student Leadership, and Veteran Student Support.
Administration
Supervise and provide leadership to the Department of Campus Safety & Transportation. Develop and implement a strategic vision for safety on campus and transportation programs. Develop goals, objectives, policies and priorities for Campus Safety. Oversee the recruitment, selection, training, evaluation, and supervision of personnel. Provide direct supervision to lieutenant, sergeants and other leadership within the department. Manage personnel schedules for shifts or working units that provide optimum effectiveness. Supervise, coordinate, and implement the annual budget for Campus Safety & Transportation. Coordinates for and review specifications for new or replaced equipment, including fleet assessment and management. Collect data for, compile, and publish the Annual Security Report (ASR) defined by the 1990 Clery Act. Distribute the report to all members of the College community through hard copy reports and electronic reporting. Serve as the College's point person with the US Department of Education regarding submission of the Annual Security Report and respond to questions regarding its preparation.
Community Safety
Develop, coordinate, supervise and evaluate the activities and personnel of Campus Safety according to the mission to preserve order, protect life and property, and enforce regulations and policies of the College. Coordinate and cooperate with County, State, and Federal law enforcement officers as appropriate where activities of Campus Safety are involved.
Ensure that laws, ordinances and College Rules and Regulations are enforced and that the public peace and safety is maintained. Provide input on risk assessment of community members. Manage campus trespass policies and work collaboratively with other campus departments to mitigate circumstances that may impact community safety.
Emergency Preparedness & Incident Management
Provide risk assessment for campus. Co-lead campus incident management team and serve as Incident Command. Provide leadership for emergency preparedness and management during emergency incidents. Oversee communication platforms for emergency management. Oversee campus incident management team(s) to adequately ready to respond in the event of an emergency/disaster by performing emergency planning, training, and management. Formulate strategies, guidelines, policies and protocols for responding to emergencies resulting from fire, floods, storms, earthquakes, hazardous materials, active shooter threats, and other threats to human safety. Coordinate emergency planning with the Town of Moraga and the cities of Orinda and Lafayette Police Departments and first responders.
Parking & Transportation
Oversee the implementation of the various aspects of the auxiliary-funded Transportation Demand Management System including, but not limited to, public transportation, rideshare services, carpooling and parking. Serve as Chair of campus-wide Parking & Transportation Committee. Explore alternatives for transportation for campus. Responsible for the management and direct oversight of the parking system, including permit management, operations, security, administration and enforcement. Review and make determinations in the Citation Appeals process. Assist with planning for construction of parking lots, garages and facilities by meeting with other departments and contractors. Review design and operation of current lots. Serve on committees to determine impact on campus master plan.
Community Relations
Liaison for outside entities and agencies. Working collaboratively with campus leadership, cultivate and maintain good community relations with the Town of Moraga and surrounding communities. Meet with elected or appointed officials, other law enforcement officials, community and business representatives and the public on all aspects of Campus Safety activities. Cultivate and maintain positive relationships with the police chiefs of Moraga, Lafayette and Orinda as well as the fire chief and other command personnel of the Moraga-Orinda Fire District. Develop and maintain productive relationships with the Associated Students (student government), student organizations, and staff and faculty groups. Work closely with the Offices of Community Life, Residential Experience and Human Resources. Liaison with neighborhood individuals and groups regarding noise complaints reported to the College or by College community members.
Student Life & Campus Support
As a leader in the Student Life division, interact and meet regularly with other team members in support of the outcomes of the Division of Student Life. Participate in division wide retreats and other meetings. Provide training and recommendations for safety prevention and risk management to divisional and campus entities. Meet regularly to discuss, review, evaluate, support and participate in Student Life programs (examples: New Student Family Programs, First Year Experience, Orientation class projects, Student of Concern and weekly incident meetings). Work collaboratively with campus environmental health and safety and Facilities Services staff to identify and address risks. Partner with IT Services on cyber-attack prevention and education. Provide campus training on Clery and mandated reporters. Partner with Title IX office to provide education on sexual violence prevention and response. Provide support, scheduling, and oversight of campus security for large campus events; including, partnering with Athletics staff on game management.
Other Duties as Assigned
Active and participating member of the various groups and committees. Work in a highly collaborative and culturally diverse campus environment and develop effective relationships within the division of Student Life and with other areas of the College. This position description identifies the key responsibilities and expectations for performance. It cannot encompass all specific job tasks that an employee may be required to perform. Employees are required to follow any other job-related instructions and perform job-related duties as may be reasonably assigned by their supervisor. Evenings and weekend work are heavily involved. Other duties assigned by the Vice President for Student Life.
After-hour work and on-call expectations.
Requirements
REQUIRED: BA/BS in Administration of Justice or Public Administration.
STRONGLY PREFERRED: Graduate of the FBI National Academy and/or POST Command College
PREFERRED: MA/MS in Business Administration or Criminal Justice
Ten years of progressively increasing responsibility and experience including five years in a management/leadership capacity within a police department, campus public safety department or in private industry. Demonstrated awareness of legal issues in higher education and developmental issues relative to College students, faculty, staff and administration. Proven record of innovative and collaborative problem-solving. Demonstrated ability to effectively work in and support a diverse community.
Computer skills to include: MS Word, MS Excel, MS PowerPoint and email. Excellent written and verbal skills. Ability to use and operate a Two-Way radio, safely operate a motor vehicle. Able to respond to routine and emergency calls -for-service or confrontational situations in a calm, conciliatory, yet direct manner; ability to interact with a variety of individuals. Physically able to perform the duties of the job which may include (but are not limited to): walking, standing, sitting, running, lifting, bending, twisting, restraining and handcuffing individuals.
Salary Description $120,000-$133,000
