The College of Natural Resources at North Carolina State University is a world leader in the sustainable use of natural resources. The College’s comprehensive approach to teaching, research, and service encompass the many and varied ways in which people’s physical, economic and social needs are met through the wise use of natural resources. The Business Office in the College of Natural Resources has ultimate financial and human resources responsibility for the College. This involves hundreds of projects and phases and management of almost all funding types totaling approximately $41 million.
Essential Job Duties
The Human Resources Specialist ensures the college’s personnel activities comply with federal, state, university, and college policies. This role reports to the College Business Officer within the College Business Office. The overall goal of this position is to coordinate efforts across the college to meet deadlines and maintain HR processes.
In this role you will serve as a primary resource for departmental HR Partners. You will collaborate with the College Business Office, University Human Resources, and other university offices, such as the Graduate School and Office of International Services. Additionally, you will get the opportunity to serve as a mentor and provide backup as needed to the secondary HR Specialist in the unit.
Key Responsibilities include but are not limited to:
Oversee and manage HR processes for departmental HR Partners, including position management and recruitment in PeopleAdmin for SHRA, EPS Faculty, and Non-Faculty roles. Collaborate with hiring officials on recruitment, search committee training, and hiring proposals.
Lead college recruitment efforts, ensuring compliance with university, state, and federal requirements. Advise hiring officials and search committees on best practices, interview procedures, and committee composition.
Manage waiver-of-recruitment requests for EHRA non-faculty, part-time faculty, and temporary employees, ensuring completion and compliance before submission to the Office for Institutional Equity and Diversity.
Prepare and review offer letters for new hires, ensuring accuracy and compliance with university guidelines. Advise HR Partners and hiring officials on offer letter requirements.
Oversee the college’s International Employment program, coordinating visa requests with departmental HR Partners and the Office of International Services. Provide guidance on visa compliance and form completion.
Manage bi-weekly payroll and temporary job actions, ensuring compliance with regulations. Review WolfTime for timekeeping exceptions and coordinate departmental efforts to meet payroll deadlines.
Administer the college’s employee performance program, ensuring timely collection of SHRA and EHRA Non-Faculty performance plans and appraisals. Advise employees and supervisors on policies and processes.
Oversee employment eligibility verification using the Guardian system for I-9 forms. Ensure compliance with I-9 and E-Verify rules, coordinating efforts of departmental HR Partners.
Serve as HR analytics lead, running reports and queries as requested.
Review and approve NextGen actions, ensuring compliance with Graduate School requirements and maintaining knowledge of graduate student assistantship policies.
Other Responsibilities
Maintain knowledge of the following functions in order to provide additional support as necessary: Monthly employee actions and modifications via JAR and Job Data; WolfTime Leave Coordinator; Salary Distributions and Position Budget; Additional Compensation; Benefits; Payroll; Employee Relations; Onboarding/Offboarding.
Serve as back-up to the Business Officer for Finance and HR.
The employee may be assigned special projects by the college or university.
Qualifications
Minimum Education and Experience
Bachelor’s degree; or an equivalent combination of training and experience.
All degrees must be received from appropriately accredited institutions.
Other Required Qualifications
Strong interpersonal and communication skills, able to work professionally and courteously with diverse groups, including students, faculty, staff, and administrators.
Proven critical thinking, analytical, and problem-solving abilities, with a track record of building collaborative, trusting relationships and influencing stakeholders.
Extensive knowledge of HR policies, federal/state employment laws, and international employment regulations.
Skilled in leading cultural change, driving efficiencies, and streamlining processes while ensuring equitable outcomes.
Strong proficiency in MS Word, Excel, PowerPoint, and Google suite.
Ability to translate data and trends into actionable strategies and develop tools for monitoring progress.
Experienced in strategy development, action planning, execution, and communication of sensitive initiatives.
Team-oriented with excellent presentation and facilitation skills, both written and verbal.
Demonstrated ability to independently solve complex problems through collaboration and fact-finding.
Highly organized, detail-oriented, with exceptional judgment and ability to manage multiple projects simultaneously.
Preferred Qualifications
Experience in HR performing a variety of HR functions
Previous experience in higher education environment
Working knowledge of Google suite.
Proven skills in data collection, information processing, analyzing and summarizing information, prioritization and problem resolution.
Experience working with HR applications like PeopleSoft HR and People Admin.
Experience creating position descriptions.
Experience with faculty appointments to include faculty recruitment, faculty retention, and reappointment, promotion and tenure processes.
