Job Description:

Description of Duties and Tasks

Essential duties and responsibilities include the following. Other duties may be assigned.

  • Supervises, trains, coaches, directs, coordinates, and disciplines assigned staff while adhering to organizational human resource policies and procedures and related employment laws. Recommends hire and termination personnel actions for positions supervised.
  • Develops, implements, manages, and continuously improves employee benefits programs and procedures including, but not limited to, group insurances, Employees Retirement System of Texas (ERS), the Teacher Retirement System (TRS), Optional Retirement Program (ORP), Affordable Care Act (ACA), Family Medical Leave Act (FMLA), disability plans, Employee Assistance Program (EAP), supplemental insurance, ensuring compliance with legislative directives, state, and federal laws and Austin Community College (ACC) policies and procedures.
  • Researches, studies, and remains current on news, laws, regulations, policies, and practices affecting employee benefits ensuring compliance. Initiates and facilitates any changes/updates.
  • Manages and oversees programs and other benefits information retrieval from HRIS system for accurate reports generation for reconciling employee benefits, HSA’s, flexible spending accounts, retirement programs, and other benefits programs.
  • Manages and oversees the workplace accommodation activities of ACC, which includes the Family Medical Leave Act (FMLA), Employee Assistance Program (EAP), extended sick leave, sick leave pool, disability programs, and Americans with Disabilities Act (ADA) programs.
  • Counsels and assists employees, supervisors, retirees, vendors, contractors, state and local agencies, and HR staff with inquiries and questions regarding benefits programs; coordinates death benefits for survivors of deceased employees. Manages decisions on complex benefits issues.
  • Responds to questions from benefit providers, including ERS, TRS, and other external agencies, regarding benefits, benefit changes, flexible spending accounts, and benefits policies; mediates between providers and district employees.
  • Performs research and analysis in support of presentations, projects, interviews, statistical reporting, surveys, forecasting, trends, forms preparation, and other reporting requirements.
  • Composes written communications for various audiences to instruct, explain, and/or train regarding benefit matters.
  • Develops, tests, and implements customized reports and processes to automate and improve operations.
  • Conducts educational and information sessions and workshops for a variety of audiences.
  • Provides periodic reports to the administration and ACC Board of Trustees.

  • Applicable regulatory requirements and other pertinent regulations, laws, and processes including the Family and Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), disability laws, state requirements, and retirement system regulations.
  • Benefits survey methodologies.
  • Benefits administration and accounting concepts and procedures.

Required Work Experience

  • Five years of related work experience, including one year supervisory experience.
  • Designing and implementing benefits programs and supporting electronic systems preferred.
  • Experience with benefits coordination in a State of Texas agency strongly preferred.

Required Education

  • Bachelor's degree from an accredited college or university preferred.
  • High school diploma or equivalent and additional full-time directly related human resources experience may be substituted on an equivalent year-for-year basis.

Special Requirements

Licenses/Certifications; Other
  • SHRM Certification or other HR certification preferred.

Physical Requirements

  • Work is performed in a standard office or similar environment.
  • Ability to travel as required.
  • Subject to standing, walking, sitting, bending, reaching, pushing, and pulling.
  • Occasional lifting of objects up to 10 pounds.

Safety

  • Supervise the safe operation of the unit. Facilitate safety inspections. Take reasonable and prudent actions to eliminate identified hazards. Ensure employees receive appropriate safety training and foster a workplace safety culture.
