What Your Job Will Be Like:

Interagency Personnel Assignment (IPA)/Offsite Extended Duty Assignment in DC. The term of this assignment is one year with possible extensions for a maximum of three years. Upon submission of interest, resumes will be forwarded to Bernie Gomez, organization 320, for review. The selected candidate will retain their current job level/classification for the duration of the assignment. Individuals currently at the senior staff level through senior manager possessing the desired knowledge and experience will be considered. Job responsibilities beyond NWC focused core responsibilities, can be tailored to the selected individual’s skillset, offering an opportunity for the individual to broaden their knowledge and experience.

This is a broad solicitation of interest for an Offsite Extended Duty assignment in Washington, DC. This IPA Assignment is to serve as the Technical Advisor /Senior Policy Analyst of the Office of the Under Secretary of Defense for Policy supporting the Nuclear Weapons Council (NWC) and its subordinate forums. You will be expected to be the subject matter expert for nuclear weapons for the DoD Policy Undersecretariat. In addition to this primary responsibility, the individual will be expected to contribute, as required, to the diverse nature of issues that encompass the Deputy Assistant Secretary of Defense for Nuclear & Counter Weapons of Mass Destruction (NCWMD) Policy work portfolio. As such, this requires the individual to be agile and flexible to effectively team with a wide range of individuals and organizations. In this role you will be exposed to the most senior levels of leadership within the DoD and NNSA. You will gain firsthand experience with interpretation of Presidential policies as they impact implementation. There is a strong community of current and former SNL, LANL, and LLNL IPAs that work together across DoD, Joint Staff, and the Services to support the success of everyone.

The following summarizes the assignment duties and responsibilities:

  • Primary responsibility for stockpile-related matters within NCWMD Policy
  • Participates in the study, review, and adjustment of the programs and budgets needed to support Department of Defense strategies, concepts, and plans
  • Identifies and focuses senior policy attention on issues with major defense policy, national security, or international security implications
  • Initiates independent analyses of highly complex policy, strategy, concept, and program issues, force possible alternatives, and implications of broad changes to the international environment and defense programs
  • Provides expert advice at the Deputy Assistant Secretary of Defense and higher levels on key strategy, planning, programming, budgeting, and policy matters
  • Prepares briefings, presentations, and decision memoranda to support deliberations and decisions by senior management
  • Reviews and develops Policy positions and responses to actions originating in other DoD and non-DoD offices or agencies that have implications for foreign policy and national security policy, strategy, program planning, and budgets
  • Prepares communications for senior leaders, both orally and in writing, to a wide variety of audiences on complex issues, both nationally and internationally, in and outside of government
  • As directed, represents DoD within the USG interagency and with representatives of foreign governments
  • Develops or contributes testimony or other presentations to the Congress and accurately represents DoD positions during contacts with Congressional staff
  • Monitors Congressional action on DoD defense strategy, programs, and budget
  • Primary conduit of communication between DoD Policy and Sandia at the working level through executive engagements
  • Prepares and coordinates official responses to Congressional inquiries and reports

Qualifications We Require:

  • Bachelor’s and advanced degree (Master’s or PhD) in a technical or engineering discipline
  • Experience in nuclear weapons programs and understanding of nuclear weapons technology (e.g., commensurate with WR708), and knowledge of organizational responsibilities within Sandia
  • Proven ability to communicate effectively both in writing and verbally
  • DOE Security Clearance - Candidates must possess an active Q-Level clearance and be able to obtain an SCI clearance and Sigma 14/15

Qualifications We Desire:

  • Broad experience in nuclear weapons design, development, qualification, production, surveillance, sustainment, and annual assessment as well as non-nuclear component technical maturation.
  • Relationships within the Sandia NW program and line organizations.
  • Knowledge of the elements of the nuclear enterprise, to include familiarity with NuclearWeapons Council functions and processes.
  • Understanding of and experience with the nuclear weapons Phase Processes and the Integrated Phase Gate approach.
  • Understanding of the government budget process and NNSA’s funding structure.
  • Knowledge of NNSA Defense Programs organizational responsibilities
  • Relationships within the NNSA Defense Programs Federal Program Managers Understanding of U.S. interactions with close allies (UK) and NATO
  • Relationships within the broader nuclear weapons community such as but not limited to other labs, plants, and sites within DOA/NNSA or the DoD/military

About Our Team:

The selected individual will administratively report to organization 320 but will be filling an offsite extended duty IPA Position with the Under Secretary of Defense for Policy and reporting to the Pentagon, Washington DC.

Posting Duration:

Security Clearance:

Position requires a Department of Energy (DOE) Q security clearance to start, or equivalent active security clearance with another U.S. government agency (e.g., DOD). Sandia is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants for employment need to be able to maintain a DOE Q-level security clearance, which requires U.S. citizenship. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

Applicants offered employment with Sandia are subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment.
