The Bursar's Office at CU Boulder welcomes applications for Business Services Professional! This position will be responsible for payments submitted to University Student Loans (USL) and Student Debt Management (SDM) for past due tuition account receivables and Federal Perkins Loan Program and Institutional Loans from former students, defaulted borrowers, Americorps, collection agencies, employee payroll deduction, and Department of Revenue tax intercept. In this role, the employee will conduct monthly audits for each payment cycle, reconcile account adjustment transactions, enhance the quality of University Student Loans outcomes that leads to a high performance work environment, and maintain a detailed knowledge of payment application requirements in accordance with university and state regulatory.

Process Excellence
Analyze borrowers’ accounts and substantiate supporting documents provided by borrower.
Counsel borrowers on loan repayment, proration, and consolidation.
Validate debt for customers in dispute and examine accounts’ historical detail as needed to support adjustments and substantiate debt.
Interpret changes made to federal and state regulations, fiscal policies, Generally Accepted Accounting Principles (GAAP), Fair Debt Collection Practices Act
(FDCPA), Federal Student Aid Handbook and Accounting and Business Support Office policies and procedures.
Regularly evaluate processes, procedures, and policies and update them as necessary. Implement appropriate changes to ensure compliance.
Post accounts receivable payments through Bluefin integrated payment security platform. Reconcile private collection agencies’ payment files, monthly.
Process and post loan payments and appropriate adjustments to former students and borrowers’ accounts via the financial and loan systems.
Innovation, Process Improvement and Policy Development
Develop, update and review policies and procedures to ensure work unit is compliant with regulatory guidelines related to Federal Perkins Loan Program, Higher Education Opportunity Act, Federal Regulations, Generally Accepted Accounting Principles (GAAP), Colorado Revised Statues, state laws, administrative and fiscal procedures, and university policies.
Interpret prohibitions on harassment or abuse, false or misleading representations, and unfair practices in the department’s debt collection practices; and clarify requirements for certain consumer-facing debt collection disclosure.
Process expense reimbursements and vendor payments via the Procurement Service Center. Perform loan exit due diligence on all borrowers’ accounts in accordance with 34 Code of Federal Regulation (CFR) §674.42(b).
Oversee and reconcile Perkins Loan consolidation cycle. Monitor notices of funds allocated from loan servicers that the U.S Department of Education (ED) owns.

Contribute to a culture of excellence; provide prompt, and friendly service to internal and external clients.
Evaluate departmental needs and accounting practices; identify problems and implement solutions; apply principles of internal controls including financial transactions authorization, maintenance of documents, and segregation of duties.
Identify discrepancies in Perkins Loan accounts that paid-in-full, post appropriate adjustment, authorize procurement transactions, submit overpayment to loan servicer or borrower, reconcile to correspondent promissory note, and mail original documents to borrowers.
Monitor and respond to SDM’s email account.

The annual salary for this position is $53,000.

Bachelor's degree and an additional year of experience.
One plus (1+) year of job related experience (preferably accounting, payment processing, administrative).
Experience may substitute for the educational requirement on a year for year basis.
