Job Description Summary:
Provide direct and indirect oversight of healthcare aspects for population, which may include pediatric, adolescent and adult patients. Monitor care delivered to patients by following established processes and adhering to standards set forth by designated governing entities. Collaborate with leadership and professionals in other disciplines, such as medical, nursing, behavioral health, dental, and optometry staff to coordinate needed patient care. Conduct on-site visits, auditing of records, and organization of work necessary to ensure performance standards are achieved.

Education: Graduate of an accredited BSN program (see experience in lieu of degree); ADN
License: Current RN license in state of employment
Work Experience: Five or more years of relevant RN experience with ADN, or leadership experience with ADN may be substituted for BSN degree

Job Duties Outlined:
Complete monthly Performance Guarantees through auditing of the medical records
(i.e., sick call, chronic care, behavioral health, restricted housing rounds, intake screenings, transfer screenings), and other audits as assigned.
Evaluate and monitor the Behavioral Healthcare performance in cooperation with Behavioral Healthcare colleagues under the direction of the Office of Health Care Compliance Behavioral Health Director.
Assist the Director of Healthcare Compliance in developing the KDOC-healthcare vendor RFP/contract and evaluating vendor responses as required.
Assist the Director of Healthcare Compliance in the development of quality improvement monitoring of patient care across the correctional system.
Provide expertise and guidance to vendor clinical contract staff to assist m the development of programs and services for the population.
Use effective communication, collaboration, and problem-solving skills with the KDOC client staff and with the healthcare vendor staff.
Provide clinical expertise and coordinates medical care with KDOC and contracted medical vendor.
Attend site Utilization Management Meetings, Medical Audit Committee meetings, and all other meetings at the site as determined of significance to promote positive medical outcomes for all residents.
Attend Regional CQJ, Mortality meetings, Staff Meetings, and other meetings at the Central Office as determined of significance to promote positive medical outcomes for all residents.
Complete special audits as requested by KDOC client staff and Director of Healthcare Compliance.
Complete review of Emergency Department (ED) transfers for completion of ED documentation process; monitor and evaluate all hospital admissions including chart research on possible causes for the hospitalization; monitor Utilization Management documentation related to all transfers and admissions, and receipt of medical records from outside providers.
Assess adequacy of site staffing plans and equipment needs in coordination with the Director of Healthcare Compliance and the contracted medical provider.
Provide support and education to site leadership (I-ISA, DON).
Coordinate development of state-wide clinical policies and procedures, and nursing clinical guidelines for the delivery of care.
Performs investigations on serious incidents as requested by the KDOC and the Director of Health Care Compliance.
Meet with facility Warden and Deputy Wardens as needed to coordinate medical services. Advocate for medical staff and search for solutions to resolve issues when there are problems between security and medical staffs at the site.
Prepare monthly reports of site visit activities for KDOC.
Coordinate resident movement within KDOC with the Deputy Secretary of Corrections and communicate movement with the Transfer Coordinator, Medical Vendor, and Prisons.
Write and update KDOC Protocols regarding new and emerging diseases with guidance from CDC and Kansas Department of Healthcare and Environment (KDHE) Guidelines.
Develop and update infectious disease guidelines as requested by the Governor's office to be placed on KDHE Website as guidance for all jails/correctional settings within the state.
Coordinate and collaborate with KDHE, KDOC and contracted medical provider for resident care within KDOC related to Infection Control surveillance.
Review resident information for vaccination status in WebIZ (KDHE state immunization system) and document information in OMIS.
Complete COVID testing for KDOC Central Office employees, review results with them and provide counsel regarding vaccination.
Assist KDOC with Interstate Compact residents by reviewing the records, communicate with transferring state, collecting and sending records requests upon receiving the resident. Communicate with the transferring state as needed for medical need or any updated records requested. If Kansas is requesting, gather all records for the receiving state.
Assist KDOC with any grievances from interstate-compacted Kansas residents .
Assist in development of Crystal Reports to gather data from KDOC EHR as needed to study different areas of healthcare provided at particular sites or across the correctional system.
Coordinate with KDOC Central Inmate Banking and Medical Vendor for application of offered incentives for residents who accept Influenza Vaccines and maintain a master list of offered incentives.
Coordinate and collaborate with KDHE, KDOC and Medical Vendor on new/innovative techniques to monitor new emerging diseases or treatment processes.
Collaborate frequently with KDHE State Correctional Liaison, KDHE Local Correctional Liaison, KDHE Director of the Bureau of Disease Control and Prevention to ensure infectious disease care is delivered to residents as per state guidelines.
Review non-grievance records as requested for Legislative Claims cases for KDOC.
Collaborate with State Epidemiologist as needed.
Assist Office of Health Care Compliance Healthcare Provider (HCP) with char taudits/peer reviews as needed.
Review charts for KDOC prior to movement for placement at appropriate facilities when requested by Classification Supervisor and facilitate collaboration with Medical Vendor so residents are housed at appropriate sites for medical needs.
Collaborate with Medical Vendor's IT Department to develop and make changes to documents in Electronic Health Record.
Collaborate with KDOC and Vendor in developing new Electronic Records to include testing and communicate results to appropriate personnel.
Develop and monitor heat mitigation protocols to promote resident safety and prevent heat related deaths during summer months; and collaborate with KDOC and the healthcare vendor to implement mitigation activities.
Conduct nursing morbidity and mortality reviews; attend the quarterly multidisciplinary Mortality Review Meeting to discuss areas identified for improvement in the event of all deaths.
Monitor all hunger strikes for appropriateness of care, and adherence to medical policy and procedure to prevent adverse outcomes and collaborate with the Regional Directors to correct care deficiencies as the hunger strike is in progress.
