The Oklahoma Registry Certificate of Achievement and Stipend Program Counselor is responsible for implementing and coordinating the daily functions of the Oklahoma Registry Certificate of Achievement Stipend Program for child care providers in Oklahoma that work in licensed child care facilities. Occasional travel will be required. The Oklahoma Registry Certificate of Achievement Stipend Program Counselor reports to the Project Lead.

 Responsibilities:

  • Review applications to determine program eligibility.
  • Process approvals and denials, including sending approval and denial letters, entering data, and scanning files.
  • Keep accurate records of all contacts and enter a summary of discussions with participants in the database notes.
  • Answer questions and assist center directors, teachers, and family childcare providers with program information and application completion.
  • Provide counseling to participants on how to reach the educational requirement of the stipend program.
  • Provide guidance to the Technician regarding tasks and timelines.
  • Engage in recruitment activities and promote the Oklahoma Registry Certificate of Achievement and Stipend program through presentations, site visits, conference exhibit staffing, phone contact, and other means.
  • Meet application and payment processing and performance reporting deadlines according to established guidelines and procedures.
  • Track data and activities as directed by supervisor.
  • Complete assigned monthly performance dashboard reports and other reports on request.
  • Answer questions from and provide information to Oklahoma Department of Human Services Child Care Services and Licensing staff and CECPD partners and staff.
  • Participate in scheduled team and center-wide meetings and required OU Outreach events.
  • Submit claims for applicable work travel monthly.
  • Perform other related duties as assigned.

Risk Management:

  • Follow established confidentiality and data security procedures.
  • Follow established safety procedures to protect the health and safety of personnel and property.
  • Follow established procedures to safeguard center-issued or checked-out cell phone, laptop/tablet, or PIKEPASS tag, including maintaining a password protection lock on the center-issued cell phone, and follow procedures for maintenance and return of all items.

Job Requirements

Required Education: Bachelor's degree.

  • 36 months in accounting, business, program management, or related experience

Equivalent/Substitution: Will accept 48 months of related experience in lieu of a Bachelor's degree for a total of 84 months of related experience.

Departmental Preferences:

  • Experience with the Oklahoma Professional Development Registry
  • Knowledge of Oklahoma Child Care Licensing Requirements
  • Experience with a grant-funded, stipend, or similar type of program
