Position Summary

The Chief Information Officer is responsible for information technology policy, planning, and budget management; information systems deployment and management; centralized IT procurement; information security and IT services. The CIO plays a key role supporting the institution's strategic goals. Current responsibilities include oversight of information security; infrastructure and network services; campus application development; classroom technologies and events support; help desk and customer support activities.

The CIO serves on steering committees that oversee IT operations supporting institutional initiatives and sits on the NSHE CIO Council to collaborate on System-wide IT initiatives. The CIO provides strategic oversight and direction of CSN IT operations, much of which is delivered through contracted services, including:

• Oversight of CSN IT consulting services, staff and operations, including the network and infrastructure, enterprise applications, classroom technology, help desk, client support, endpoint management.
• Information Security: Oversight of information security policies, procedures, practices, and compliance with federal and state regulations as well as NSHE and Board of Regent policies.
• Planning and Budgeting: Strategic planning for CSN IT initiatives in alignment with institutional goals. Developing, presenting and defending the CSN IT budget and oversight of any insourcing/outsourcing initiatives including SLA/contract development and monitoring.
• Communication and Collaboration: Maintain strong communication and collaboration channels with all constituencies of CSN, including faculty, students, administrators, executives, committees and shared governance groups.
• Serve as a strategic partner for the role of information technology at CSN.Other duties as assigned.

Required Qualifications

• Masters or Professional Degree from an accredited institution and ten (10) years of comparable managerial experience or a Doctorate and seven (7) years of comparable managerial experience. An exception may be a Bachelor degree plus fifteen (15) or more years of experience.
• Managerial experience in current technologies relevant to a higher education environment.
• An understanding of technology in higher education and an associated vision.
• Ability and experience in aligning technological investment with higher education missions.
• Expertise in information security frameworks and standards, best-practice policies and procedures, tools and techniques.
• Experience and enthusiasm for managing and implementing change.
• Experience overseeing multifaceted systems and leveraging overall system resources to deliver the optimum level of service in the most efficient manner possible.
• Creative ability and experience in addressing technological, organizational and budget challenges.
• Excellent oral and written communication skills, specifically with respect to consensus building, presentation of ideas and plans, and management.
• Personnel and budget management experience, especially in the public sector.
• Excellent interpersonal skills and service orientation.
• Ability to work with diverse individuals in a tactful, productive manner.
• Experience in complex project management.

Preferred Qualifications

• MIS, CIS or related degree.
• CISSP, or comparable professional certification in information security.
• PMP, or comparable professional certification in project management.
• Experience working in a public higher education institution.
• Experience working in a higher education system of institutions.
• Demonstrated understanding of the access mission of a community college.

Salary commensurate with experience/education.
