Job Summary/Basic Function:
Coordinate with multiple areas on campus to successfully maintain and integrate University ERP systems and other systems, processes and data. This position is responsible for ensuring that information technology needs are met and that appropriate levels of engagement are ensured across campus projects and systems.

Level Scope:
Manages a large team typically consisting of both experienced professionals and subordinate Managers. Focuses on tactical and operational plans with short to mid term focus; significant responsibility to achieve broadly stated goals through subordinate Managers. Determines objectives, directs programs, develops strategies and policies, manages human, financial and physical resources and functions with a high degree of autonomy. Requires broad management and leadership knowledge to lead a project or program teams in one dept/job family. Proactively assesses risk to establish systems and procedures to protect organizational assets. Determines campus strategies for a program with campus wide impact.

Essential Functions:
Special Projects - Serves as OSP's primary technical lead on information technology project team(s) across the enterprise on large development projects. Serves as the lead contact for other units in coordination of, but not limited to, Systems that interact with those under this position's management, policy changes or updates, business process changes, IT solutions developed or requested by academic units, security updates, patch bundles or upgrades to existing systems, and others. This position gathers requirements, identifies IT tasks, establishes timelines for completion, and either performs or assigns internal resources for completion, testing, documentation, and training about changes that impact the operational unit(s). Advocates for changes to software vendors, based on industry trends and the University's requirements. Maintains awareness of trends in industry and University needs in order to determine future enhancements/changes to satisfy business needs. Reviews and approves new functionality and changes to System configuration recommended by OSP Systems staff. Provides proactive planning to align staffing levels and training for new functionality/modules to the appropriate groups (either internally to OSP or across the University).

Enterprise Application Support & Data Stewardship - Serves as the technical lead for Systems and oversees the maintenance, update, and architecture in a manner that minimizes downtime and encourages feedback from academic units and internal offices within DRED. Creates and maintains technical documentation, business processes, and integration points. Works internally, and across the organization, as a point of contact for System issues and ensures they are resolved quickly and correctly. Acts as the information security steward for OSP, granting access to individuals and working directly on the security groups (e.g., OIT Accounts) that balances needs of position with proper internal controls.

Staff Leadership & Management -Takes effective actions to build a strong internal team and utilizes strategies to get the best out of each team member. Ensures that the department is staffed with individuals who possess skill sets that are aligned with enterprise objectives. For staff, conducts all aspects of people management activities such as hiring, separation of employment, ongoing staff development, performance management, and annual performance evaluations. Defines ways for employees to contribute to key goals and clears obstacles preventing progress toward their objectives. This position must be able to assess staff performance in an objective manner in order to clearly identify strengths and weaknesses of staff members to be able to work with staff members to take advantage of strengths and mitigate weaknesses.

Project Management – Provides project management for implementation of key projects for new functionality including project tasks, assignments, due dates, dependencies, accomplishments, and anticipated needs. Follows up to monitor the progress of the tasks and assignments to ensure timely action, appropriate management support, documentation, and achievement of expected outcomes. Uses appropriate measurement, analysis, and evaluation methods to accurately identify and document process improvements. Provides oversight on projects being managed by the OSP Systems staff and coordinates with other units as needed. This position will engage in significant project management duties and must ensure that all projects are progressing properly and communication is adequate to ensure stakeholders are aware of the statuses, issues, and any needed action on their part.

Enterprise Strategy & Leadership – Actively participates in decision making committees across the University as a representative to DRED and OSP, including but not limited to Information Technology Planning Committee, Security Committee, Research IT Working Group, IT Decision Support Group, Vendor Committees, collaborative project prioritization sub-committees across OIT/OSP/OCI/HR objectives, and others. Advocates and builds support for IT solutions for the growing Research community. Regularly attends and speaks at conferences, creating external connections and building expertise across the industry (e.g. conferences such as the Annual Oracle Grants Summit, Higher Education Alliance, COLLABORATE, etc.)

Knowledge, Skills, Abilities:
● Experience in working with complex ERP systems and/or enterprise research systems (Pre- and Post-Award) and ability to see how the introduction of new components will impact existing setup.
● Experience with Microsoft Word, Excel, Access, Visio and Project (or another project management tool).
● Experience with relational database systems and tools (e.g., SQL and SQL query tools such as Oracle SQL*Plus).
● Ability to accurately document business processes and ERP systems’ information architecture.
● Ability to work with a wide range of individuals with varying sophistication and information needs.
● Must demonstrate exceptional written and oral communication skills and have the ability to facilitate group activities.
● Ability to work under pressure with routine interruptions.
● Demonstrated experience as a “good listener” when discussing the needs of the research end user community.
● Demonstrated experience utilizing critical thinking skills to proactively solve or mitigate problems, including anticipating issues, identifying solutions and providing appropriate communication to impacted parties.
● Experience managing change through a structured approach to ensure changes are thoroughly and smoothly implemented and that the lasting efficiencies and advantages of the change are achieved through strategies of facilitation, engagement, project management, business process improvement and communication.

Minimum Qualifications:
● Bachelor’s Degree or Equivalent – Area: Computer Science, Computer Information Systems, Accounting, or Related

● Experience in similar work – 8 years including 3 years of managerial experience.

● Experience in same type of work – 2 years
