Description of Job

About the Work Unit
This position is located in the Human Resources Office (HRO) at DNR. The HRO provides professional and technical human resources services for the department and its divisions. This includes employee selection, job evaluation/compensation, benefits administration, leave management, training, performance management, employee relations, risk management, personal services agreements, records management, and consultative services. The HRO ensures that human resources activities are administered in compliance with constitutional and statutory provisions as well as rules and procedures promulgated by the State Personnel Board.

About this Position
This position serves as the DNR Benefits and Wellness Administrator and is DNR’s primary source of information related to employee benefits and wellness program. The major job duties assigned to this position are as follows.

Administer employee benefits for approximately 1,500 employees of DNR. This includes coordinating open enrollment every year, enrolling employees in benefits, and cancelling employee coverage.
Serves as liaison for with the Department of Personnel and Administration’s (DPA) Benefits Unit, DPA Central Payroll, and DNR Payroll.
Administers benefits portion of new employee orientation.
Provide guidance to employees regarding benefits options and eligibility.
Develop and implement a wellness program for DNR employees.
Manage the random drug testing program for DNR’s Commercial Driver’s License drivers.
Serves as DNR’s Americans with Disabilities Act as Amended (ADAAA) Coordinator for both Title I (employment) and Title II (public accommodations), which includes engaging employees and supervisors in the interactive process to determine reasonable accommodations.
Acts as a back-up to the FMLA, worker’s compensation, and leave coordinator.
Other duties as assigned.

Work Environment:
Primarily 8:00 am – 5:00 pm work hours, Monday-Friday
During the COVID-19 pandemic, the employee in this position will work from home, with the primary work location at 1313 Sherman. Occasional commute to 1313 Sherman required (less than once per week)
Travel required throughout the state approximately 3-4 times per year. During the COVID-19 pandemic, travel throughout the state is not likely.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications


A bachelor’s degree from an accredited college or university in Workforce Development, Human Resources Management, Business Administration, Public Administration, Humanities, Psychology, Human Services, Organizational Management or a field closely related to the job assignment.

AND

Three years of professional experience in human resources.

Substitutions:
Additional experience in human resources may substitute on a year-for-year basis for the required bachelor’s degree.
A graduate degree in Workforce Development, Human Resources Management, Business Administration, Public Administration, Humanities, Psychology, Human Services, Organizational Management or a field closely related to the job assignment will substitute for the bachelor’s degree and two years of the required professional experience in human resources.
