The University of California’s only school of international affairs, the School of Global Policy & Strategy (GPS) provides a unique resource for training leaders, generating ideas, and building networks for the Pacific Century. GPS is internationally renowned for its innovative programs, superb faculty and outstanding students and now stands among the world's top graduate schools of international relations and is the established leader in its focus on Asia and the Americas. GPS instructs a diverse student body consisting of 60% domestic and 40% international students in MPP, MCEPA, MIA, BA-MIA, MAS, joint PhD with Department of Political Science and executive education programs. GPS also administers the International Studies Program, a fast-growing interdisciplinary program with over 1700 declared undergraduate majors, that offers a rigorous curriculum for undergraduate students interested in international affairs. Offering nine B.A. degree options, three combined BA/MIA program, and a minor program, the International Studies Program explores the international, national and local processes that have, over time, shaped globalization. GPS is also the parent organization to major research centers: Center on Global Transformation (CGT), Center for U.S.-Mexican Studies, 21st Century China Center, Fudan-UC Center on China, Institute on Global Conflict and Cooperation (IGCC), Policy Design and Evaluation Lab (PDEL), Laboratory on International Law and Regulation (ILAR), and Japan Forum for Innovation and Technology (JFIT).

Acting under general direction of the Dean, and with a large degree of autonomy, the Assistant Dean and Chief Administrative Officer provides internal and external coordination, management, and oversight of all financial ($25M), academic personnel, human resources, informational technology, and facility resources for the School of Global Policy and Strategy (GPS). Serves as the senior staff member of the Dean's Senior Policy Group and and key staff adviser to the Dean.The Dean's Senior policy group is responsible for advising the Dean on the short and long-range strategic planning, administration, leadership, policy development and other matters of broad relevance to the school.

In the the absence of the Dean, the Assistant Dean acts on his behalf in matters which may be delegated to a staff member and may substitute for the Dean at campus and external meetings. The incumbent chairs all searches for senior staff positions, including other MSP-level positions, and supervises the Dean's Office and key director-level staff. The Assistant Dean convenes weekly meetings of senior staff to monitor a wide range of issues which broadly affect the school, including setting priorities for new opportunities and initiatives consistent with the expansion and development of GPS.

Ability to work flexible work schedule, evenings, and weekends as needed.

Degree in Business Administration or closely related field plus extensive post-degree experience, or an equivalent combination of education and experience.

Proven excellent leadership, business and management skills. Demonstrated understanding of the importance of an organizational structure, resource management, communication and protocol when implementing solutions.

Strong demonstrated knowledge of federal and state funding policies and procedures, and with thorough knowledge of and experience in contract and grant administration.

Strong demonstrated experience managing, supervising and motivating technical and administrative staff. Ability to maintain good morale and maintain productivity. Knowledge of team dynamics, proven ability to work in a team setting. Ability to anticipate problems in work assignment areas and identify appropriate solutions to determine department’s needs and direct workflow.

Thorough knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll.

Demonstrated extensive experience and expertise in managing all aspects of human resources (academic and staff) with proven ability to interpret and enforce related policies and procedures. Broad knowledge of policies and procedures related to staff and academic classification, recruitment, appointment and compensation. Proven ability to counsel employees on personnel rules and regulations governing employees.

Demonstrated knowledge and experience in space and facilities management including: needs analysis, funding, design, construction and renovation of buildings, classrooms, office and labs.

Excellent interpersonal skills to effectively lead, motivate and influence others and to develop and maintain high standards of customer service. Superior interpersonal and communication skills to effectively interact tactfully and diplomatically, yet assertively, with all segments of the campus and community; skill in resolving conflict situations and in recognizing politically sensitive situations.

Demonstrated proven ability managing diverse programs with significant budgetary impact.

Excellent ability to establish metrics for department and employee goals.

Excellent skills to work collaboratively and act persuasively in sensitive situations; skills in conflict management techniques.

Thorough knowledge of common organization-specific and other computer application programs.

Excellent project management skills, including the capability of managing capital projects.

Very strong ability to quickly evaluate complex issues and identify multiple options for resolution.

Excellent ability in developing, designing, and implementing operational and procedural policies, new administrative policies, reports, procedures and practices.

Excellent ability to analyze large quantities of data (financial, space, workload, etc), identify objectives and constraints, and develop effective recommendations.
