Job Description

Primary Function of Organizational Unit
Materials Science and Engineering (MSE) is nationally and internationally recognized as one of the premier engineering programs in the world. Faculty and students have earned international recognition for their strong multi-disciplinary and collaborative research. MSE has state-of-the art teaching and research facilities and is heavily involved with 9 research centers and more than 35 teaching and research laboratories. MSE houses two National Science Foundation Industry/University Collaborative Research Centers (IUCRC) led by its faculty. One IUCRC, The Center for Dielectrics and Piezoelectrics (CDP), aims to provide international leadership and train next-generation scientists in the fundamental science and engineering that underpin dielectric and piezoelectric materials. The center supports industries based on capacitor and piezoelectric materials and devices through the development of new materials, processing strategies, electrical testing, and nanoscale characterization and modeling methodologies. The other IUCRC, the Silicon Solar Consortium (SiSoC), has created a multi-university, multi-company culture addressing the science and technology issues the international photovoltaic silicon materials industry must solve in order to meet the future needs of advanced silicon solar cell manufacturing, while educating graduate students with photovoltaic materials/devices expertise.

MSE offers Bachelors of Science, Masters of Science, and Doctor of Philosophy degrees in Materials Science and Engineering, a Master of Science degree in Materials Science and Engineering, and a Master of Nanoengineering degree. The faculty includes two members of the National Academy of Engineering, one recipient of the National Medal of Technology, one member of the National Academy of Inventors, seven Distinguished Professors, seven National Science Foundation (NSF) CAREER award winners and three Department of Defense Young Investigator Award winners and one PECASE winner. Eight faculty are Fellows of at least one professional society, including the Institute for Electrical and Electronics Engineers, Materials Research Society, The Minerals, Metals and Materials Society, American Society for Metals, American Ceramic Society, American Chemical Society, American Association for the Advancement of Science and the American Physical Society; five are Fellows of multiple professional societies.

The total expenditures by the Department in FY13-14 exceeded $15M, a 36% increase since FY09-10. In FY2013-14, sponsored research expenditures was well above $7.5M, and total research activity (expenditures and new awards) surpassed $15M; each of these is more than a 40% increase over FY09-10. Already in FY14-15, research expenditures are 7% greater than at this point in FY13-14.

Essential Job Duties
The Research Operations Manager will have responsibilities within five ares (1) Planning & Organizing, (2) Lab Management & Design, (3) Project Management, (4) Safety and (5) Facilities Management.

Planning & Organizing

Assist the Department Head in planning efforts in order to ensure that lab/office spaces, and all resources therein, are optimally used.
Independently formulate plans and suggestions based on current and anticipated needs of the department, to include projected growth, start-up Faculty requirements, etc.
Purchase equipment such as lab equipment or resources to meet I.T. needs
Directly manage permanent employees by providing performance reviews, coaching, hiring/termination actions, and ensuring successful operations of unit.
Participates in recruitment and selection process; conducts performance management; ensures human resources policies and related information is shared with employees.
Determines multiple and complex long-range plans and schedules within established research objectives
Arranges and assigns work for multiple research projects and/or laboratories.
Lab Management & Design

Responsible for vendor agreements, cost estimates, and contracts for lab equipment, installations, and maintenance
Collaborate with external parties as necessary to design labs in accordance with research goals, best practices, cost efficiencies, and in keeping with the expectations of renowned faculty
Contribute to research design by serving as an advisor on matters such as research plan hazard review, safety procedures, equipment plans, etc.
Manages and improves quality assurance and safety program(s).
Manages adherence to procedures and work standards; implements adjustments or changes to work standards; anticipates changes
Manages laboratory resources, may include budget and personnel; establishes priorities in the use of resources including space, field, equipment and/or facilities.
Project Management

Serve as the primary point of contact for all lab infrastructure needs for multiple facilities
Ensure that retro-fittings, up-fittings, construction, expansion, installations, etc. are completed in accordance with design specifications, safety requirements/ best practices, budget estimates, and within acceptable time parameters are deemed reasonable by the incumbent.
Supervise the work of contracted workers, vendors, or staff members of other University divisions contributing to the project at hand
Oversee full lifecycle of project from planning and budgeting phases, through to completion of inspection and any associated paperwork

Mitigate risk of damage to department resources by ensuring that Faculty, staff, and/or students utilizing the space have received adequate safety training
Conduct regular lab equipment inspections – either personally or by coordinating with the appropriate service vendor
Instruct an introductory lab safety credit course for all students of the department
Facilities Management

Facilitate funding agreement from college or external parties as needed for repurposing lab facilities, or improving space utilization
Plan and execute facilities moves (e.g.: EB1 and EB2), with autonomy to direct / coordinate the work of other offices or teams—internal or external to the university—as delegated by the Department Head.
