Responsibilities:

Reporting to the Associate Vice President - Chief Human Resources Officer (AVP-CHRO) the position incumbent will assist the AVP/CHRO with the design, implementation, and management of compensation and job classification programs that attract and retain faculty, staff, and student workers. The role will also be accountable HR operations including analyzing, implementing and monitoring HR process improvement, ensuring compliance with Federal and State regulations as well as college regulations and policy. Partner with AVP/CHRO in the establishment and management of HR programs to ensure excellent service delivery that meets the needs of the campus community in concert with the overall mission, vision, and values of the College. The incumbent will also work on special projects as assigned by the AVP/CHRO.

1. Compensation:

• Assist in the design, implementation, and management of compensation and job classification programs that attract and retain faculty, staff, and student workers.
• Directly support clients regarding compensation programs and other compensation-related issues.
• Provide consultation on compensation policy, practices and compliance and represent SMC compensation practices to external organizations.
• Design, conduct and participate in salary surveys, and perform various analyses for purposes of market pricing, salary program development, variable pay, pay structures, and job evaluations.
• Review appropriateness of pay action requests.
• Ensure compliance with applicable federal, state and college regulations and policies.
• Advise and update management on changing regulations.
• In concert with the Training & Professional Development Manager develop and provide training on compensation processes.

2. HR Operations:

• Analyze, implement and monitor HR process improvement, ensuring compliance with Federal and State regulations as well as college regulations and policy.
• Develop metrics and analyze HR and employee data for business and employment trends and implement continuous process improvements.
• Monitor and partner for data integrity in systems and ensure appropriate and relevant audit controls are in place.
• Partner in the development and implementation of both new and/or changes to HR programs including supporting systems testing.

3. Program Management: Participate in the establishment of Human Resources programs to ensure proactive services delivery that meets the needs of the campus community in concert with the overall mission, vision, and values of the college.
4. Annual Staff Appraisal Process:

• Oversee the administration and management of the College's annual performance appraisal process (GaelPerform).
• Design procedures and documents specific to SMC and recommend improvements as needed.
